Ahead of the Bell: Research in Motion

NEW YORK (AP) ? Shares of Research in Motion climbed in premarket trading on Wednesday, as an analyst said that the Blackberry maker's second-quarter financial results may not be as bad as Wall Street is expecting.

Shaw Wu of Sterne, Agee & Leach says Wall Street is anticipating that Research in Motion will report a large decline in quarterly revenue and a big operating loss. The company will report its results on Thursday.

"With low expectations, we believe there is a fair chance that the company may meet or even slightly beat," Wu wrote in a client note.

Analysts polled by FactSet expect a loss of 46 cents per share on revenue of $2.43 billion.

Still, Wu says the second-quarter performance may not matter, as investors may focus more on the Canadian company's cash balance and its job-cutting plans.

In June, Research in Motion said that it would eliminate 5,000 jobs as part of a previously announced initiative to cut $1 billion in annual costs this year. The job cuts represent approximately 30 percent of RIM's workforce of about 16,500.

Wu says RIM had a cash balance of $2.25 billion in the first quarter. While it is anticipated RIM will face an operating loss in the second quarter, the analyst says that investors will be looking to see if the company was able to hold onto or even grow its cash balance by collecting on accounts receivables and working capital changes. This was something RIM was able to do in the first quarter, Wu explained.

The analyst reaffirmed a "Neutral" rating.

William Blair's Anil Doradla is concerned that RIM may not meet his quarterly revenue estimate of $2.3 billion as the company deals with intense competition and a weak product offering to consumers.

"Blackberry smartphones remain an afterthought in the consumer market," Doradla wrote.

The analyst says he doesn't believe there will be any major improvement in RIM's share price until the Blackberry 10 rolls out, and even then it remains to be seen if the new device will be embraced by consumers.

Doradla maintained a "Market Perform" rating.

Research in Motion Ltd.'s stock added 18 cents, or 2.7 percent, to $6.78 before the market open. The shares have lost more than half their value since the beginning of the year.

What does innovation mean for the NHS?


One of the things I love about twitter is the way that random tweets can spark a thought process that leads us to look at things with an alternative eye and challenges the hitherto underutilised recesses of my mind. The other day I noticed that Clare Gerada, Chair of the Royal College of General Practitioners tweeted ?Can someone give me a clear definition of innovation in the NHS??
I then had the luxury of a three hour train journey to Liverpool to contemplate this conundrum. Two diametrically opposite quotations sprang to mind. The first by Bill Gates 'Never before in history has innovation offered promise of so much to so many in so short a time' celebrates newness and change in all its glory. The second, by Coco Chanel 'Innovation! One cannot be forever innovating. I want to create classics'??honours the tried and tested.
Of course both of these quotes are applicable to the NHS in the 21st Century and maybe an appropriate combination of the old and the new is the Utopian vision we should aspire to achieve. Innovation in any context can be the excuse for a multitude of sins or a cacophony of excellence, but here is my personal view of where innovation should sit within the context of an NHS struggling with reform.
Innovation should NOT be?
The new buzz word! Yes the irony does not escape me. I have recently written a piece in Health Insurance magazine pleading for providers to stop using the ?I? word unless they really are coming up with something new. Whether it?s products, services, care pathways or medical techniques, please don?t say they are innovative unless they really are. The rehash and repackaging of old ideas achieves little and can cost much.
Change for change?s sake: Secretary of State for Health (whoever you are) please note. Change, such as radical restructure, rebranding or even just changing titles, must comply with measurable governance and provide a real opportunity for improvement. Change should not have a political expediency or be created on the basis of a need for heightened publicity.
Re-inventing the wheel: Same job, different title. Same function, different department. GP commissioners and disbanding? PCT?s. Enough said. Innovation in the NHS SHOULD be: Ways of working smarter: Needed at all stages of service delivery. This is innovation in the improved outcomes sense of the word? streamlining, service improvement, efficient pathway mapping, resource planning and possibly most important of all ? robust leadership.
Looking at sustainable?means of funding care: The public purse is not like the fabled magic rice bowl that refills on demand. Public private partnerships, patient contribution, increased taxation, improved use of voluntary resources ? all must be considered to meet growing cost of healthcare.
Creating a system to not only educate the public but to generate changes in behaviour: The western world seems to be on a path of self-destruction with unbelievably unhealthy habits, from smoking to drinking, over indulgence and lack of exercise. Changing this self-harming way of life would not only be innovative, it would prolong healthy life and save the NHS billions.
Research and Development: Whether this is funded by commercial enterprise, charities or academic institutions ? the unimaginable has already been achieved through innovation within the NHS and through strategic partnerships. Reform and cost cutting must not be allowed to halt this progress. A crystal clear definition of innovation in the NHS? Not possible. But I can have a stab at defining the golden rule that should apply to all such innovation. It works for clinical research, and applies to basic management techniques, service redesign and lean consulting. What is the true cost of a planned innovation (in financial and human terms) and what is the potential, measurable benefit? Is there sufficient evidence or theory to justify the risk associated with the innovation (clinical, emotional, physical or fiscal). If these questions produce unsatisfactory answers then you should only proceed, if at all, with caution.
And one last quotation ? accredited to ?anon? ?perhaps provides the closest to crystal clear I can manage..
?Innovation is not the same as reform.?

BENGHAZI, Libya (AP) ? Hundreds of protesters angry over last week's killing of the U.S. ambassador to Libya stormed the compound of the Islamic extremist militia suspected in the attack, evicting militiamen and setting fire to their building Friday.

In an unprecedented show of public anger at Libya's rampant militias, the crowd overwhelmed the compound of the Ansar al-Shariah Brigade in the center of the eastern city of Benghazi.

Ansar al-Shariah fighters initially fired in the air to disperse the crowd, but eventually abandoned the site with their weapons and vehicles after it was overrun by waves of protesters shouting "No to militias."

"I don't want to see armed men wearing Afghani-style clothes stopping me in the street to give me orders, I only want to see people in uniform," said Omar Mohammed, a university student who took part in the takeover of the site, which protesters said was done in support of the army and police.

No deaths were reported in the incident, which came after tens of thousands marched in Benghazi against armed militias. One vehicle was also burned at the compound.

For many Libyans, the Sept. 11 attack on the U.S. Consulate in Benghazi was the last straw in one of the biggest problems Libya has faced since the ouster and death of longtime dictator Moammar Gadhafi around a year ago ? the multiple mini-armies that with their arsenals of machine guns and rocket-propelled grenades are stronger than the regular armed forces and police.

The militias, a legacy of the rag-tag popular forces that fought Gadhafi's regime, tout themselves as protectors of Libya's revolution, providing security where police cannot. But many say they act like gangs, detaining and intimidating rivals and carrying out killings.

Militias made up of Islamic radicals like Ansar al-Shariah are notorious for attacks on Muslims who don't abide by their hardline ideology. Officials and witnesses say fighters from Ansar al-Shariah led the attack on the U.S. consulate, which killed Amb. Chris Stevens and three other Americans.

After taking over the Ansar compound, protesters then drove to attack the Benghazi headquarters of another Islamist militia, Rafallah Sahati. The militiamen opened fire on the protesters, who were largely unarmed. At least 20 were wounded, and there were unconfirmed witness reports of three protesters killed.

Earlier in the day, some 30,000 people filled a broad boulevard as they marched along a lake in central Benghazi on Friday to the gates of the headquarters of Ansar al-Shariah.

"No, no, to militias," the crowd chanted, filling a broad boulevard. They carried banners and signs demanding that militias disband and that the government build up police to take their place in keeping security. "Benghazi is in a trap," signs read. "Where is the army, where is the police?"

Other signs mourned the killing of Stevens, reading, "The ambassador was Libya's friend" and "Libya lost a friend." Military helicopters and fighter jets flew overhead, and police mingled in the crowd, buoyed by the support of the protesters.

The march was the biggest seen in Benghazi, Libya's second largest city and home to 1 million people, since the fall of Gadhafi in August 2011. The public backlash comes in part in frustration with the interim government, which has been unable to rein in the armed factions. Many say that officials' attempts to co-opt fighters by paying them have only fueled the growth of militias without bringing them under state control or integrating them into the regular forces.

Residents of another main eastern city, Darna, have also begun to stand up against Ansar al-Shariah and other militias.

The anti-militia fervor in Darna is notable because the city, in the mountains along the Mediterranean coast north of Benghazi, has long had a reputation as a stronghold for Islamic extremists. During the Gadhafi era, it was the hotbed of a deadly Islamist insurgency against his regime. A significant number of the Libyan jihadists who travelled to Afghanistan and Iraq during recent wars came from Darna. During the revolt against him last year, Gadhafi's regime warned that Darna would declare itself an Islamic Emirate and ally itself with al-Qaida.

But now, the residents are lashing out against Ansar al-Shariah, the main Islamic extremist group in the city.

"The killing of the ambassador blew up the situation. It was disastrous," said Ayoub al-Shedwi, a young bearded Muslim preacher in Darna who says he has received multiple death threats because has spoken out against militias on a radio show he hosts. "We felt that the revolution is going in vain."

Leaders of tribes, which are the strongest social force in eastern Libya, have come forward to demand that the militias disband. Tribal leaders in Benghazi and Darna announced this week that members of their tribes who are militiamen will no longer have their protection in the face of anti-militia protests. That means the tribe will not avenge them if they are killed.

Activists and residents have held a sit-in for the past eight days outside Darna's Sahaba Mosque, calling on tribes to put an end to the "state of terrorism" created by the militias.

Militiamen have been blamed for a range of violence in Darna. On the same day Stevens killed in Benghazi, a number of elderly Catholic nuns and a priest who have lived in Darna for decades providing free medical services, were attacked, reportedly beaten or stabbed. There have been 32 killings over the past few months, including the city security chief and assassinations of former officers from Gadhafi's military.

Darna's residents are conservative, but they largely don't fit the city's reputation as extremists. Women wear headscarves, but not the more conservative black garb and veil that covers the entire body and face. In the ancient city's narrow alleys, shops display sleeveless women dresses and the young men racing by in cars blare Western songs.

And many are impatient with Ansar al-Shariah's talk of imposing its strict version of Islamic law. The group's name means "Supporters of Shariah Law."

"We are not infidels for God sake. We have no bars, no discos, we are not practicing vice in the street," said Wassam ben Madin, a leading activist in the city who lost his right eye in clashes with security forces on the first day of the uprising against Gadhafi. "This is not the time for talk about Shariah. Have a state first then talk to me about Shariah."

"If they are the 'supporters of Shariah' then who are we?" he said. "We don't want the flag of al-Qaida raised over heads," he added, referring to Ansar al-Shariah's black banner.

One elder resident at the Sahaba Mosque sit-in, Ramadan Youssef, said, "We will talk to them peacefully. We will tell them you are from us and you fought for us" during the civil war against Gadahfi. But "if you say no (to integrating into the) police and army, we will storm your place. It's over."

Officials in the interim government and security forces say they are not strong enough to crack down on the militias. The armed factions have refused government calls for them to join the regular army and police.

So the government has created a "High Security Committee" aimed at grouping the armed factions as a first step to integration. Authorities pay fighters a salary of as much as 1,000 dinars, around $900, to join ? compared to the average police monthly salary of around $200. However, the militias that join still do not abide by government authority, and critics say the lure of salaries has only prompted more militias to form.

Officials and former rebel commanders estimate the number of rebels that actually fought in the 8-month civil war against Gadhafi at around 30,000. But those now listed on the High Security Committee payroll have reached several hundred thousand.

"All these militia and entities are fake ones but it is mushrooming," said Khaled Hadar, a Benghazi-based lawyer. "The government is only making temporarily solutions, but you are creating a disaster."

Self-inflating tire tech saves you at the pump

When was the last time you checked your tire pressure? If you?re scratching your head, you might want to put a set of Goodyear?s new self-inflating tires on your ride.

The company?s Air Maintenance Technology was rolled out of the lab this week for debut at a car show in Germany. Commercial truckers will be the first to put the rubber to test, but a consumer version is in the works.

As illustrated in the graphic above, a regulator in the tire senses when tire-inflation pressure drops below a pre-set point and opens to allow air flow into the pumping tube. As the tire rolls, deformation flattens the tube, pushing air through the tire to the inlet valve and then into the tire cavity.

All this technology, in Goodyear?s words, eliminates the need for ?external inflation pressure intervention.?

The hassle of interventions aside, maintaining properly inflated tires is key for fuel economy and the life of tire. For every 10 psi (pounds per square inch) of pressure lost, for example, there?s a corresponding one percent loss in miles per gallon, Goodyear explained in a news release.?

A one percent loss in miles per gallon translates to $627 down the drain for a truck that gets 6.6 miles per gallon, drives 100,000 miles a year, and fills up with diesel that costs $4.10 per gallon, according to the company.

Properly inflated tires will also last longer and handle better on the road, Goodyear notes.?

While there?s no price listed yet for the tires, assuming the fuel savings and reduced tire replacement costs pencil out over the life of the vehicle, the technology seems like a wise investment with the added bonus of reducing carbon dioxide emissions via the fuel savings.

And, what?s more, no longer will you need to think about checking your tire pressure, which you probably haven?t done for a long time anyway.?

News Corp to give James Murdoch more control of U.S. TV operations

(Reuters) - James Murdoch will be given more responsibility over News Corp's U.S. television operations more than a year after he became a central figure in the company's telephone hacking scandal in the UK, two sources familiar with the matter said.

News of the promotion comes on the heels of a ruling earlier on Thursday by a UK regulator that appears to have cleared pay-TV company BSkyB of any connection to the scandal that tainted News Corp last year.

The 39-year-old son of News Corp chairman Rupert Murdoch will be given a larger, more operational role in the Fox Networks Group, which oversees Fox's broadcast network and its cable channels that include FX, National Geographic and Fox sports channels, according to two people with knowledge of the move.

The Fox News channel will continue to report to Roger Ailes, who also oversees the Fox Business channel and Fox's local TV stations.

The sources did not know what Murdoch's exact title would be because the details were still being hashed out. It is expected that Peter Rice, who was promoted in July to chairman and chief executive of Fox Networks Group, will remain in his role. The Financial Times, which was the first outlet to report the news, said Rice would report to Murdoch.

Murdoch, currently Deputy Chief Operating Officer at News Corp, had been attending strategy meetings for the cable networks in Los Angeles for months, said one person with knowledge of the meetings, although he continued to live in New York City.

A Fox spokeswoman declined to comment.

The younger Murdoch's promotion was delayed for months while UK regulator Office of Communications, known as Ofcom, investigated whether News Corp was an appropriate owner of BSkyB and whether Murdoch was an appropriate director. It ruled on September 20 that News Corp's 39 percent owned British Sky Broadcasting satellite operation was "fit and proper" to continue to hold a broadcast license.

Murdoch was in charge of News Corp's British newspaper arm when the hacking scandal exploded last year at the News of the World tabloid. He was also a former chief executive and chairman of BSkyB.

But the report also criticized James for not properly investigating hacking allegations at the newspaper group.

"In our view, James Murdoch's conduct in relation to events at News Group Newspapers repeatedly fell short of the exercise of responsibility to be expected of him as CEO and chairman," the report said.

Rupert Murdoch relented to pressure from investors to split up the company's newspapers and publishing from the entertainment arm to boost valuation of the entertainment assets, which were being discounted because of their association with the struggling newspaper business. The split is expected to be completed in 2013.

There has been much speculation in recent months about how News Corp would cram all of its executive talent into the new entertainment company following the split.

News Corp shares closed 14 cents higher, up 0.5 percent, at $25.02 on Thursday.

PHOTOS: Latest in protests over anti-Islam film

Here's a look at protests and events across the world on Friday connected to an amateurish anti-Muslim film produced in the United States and vulgar caricatures of the Prophet Muhammad published in a French satirical weekly. At least 47 people, including the U.S. ambassador to Libya, have been killed in violence linked to the protests over the film, which has also renewed debate over freedom of expression in the U.S. and in Europe.

PAKISTAN

Seventeen people were killed and dozens were injured as tens of thousands protested against the film around the country after the government encouraged peaceful protests and declared a national holiday ? "Love for the Prophet Day." Demonstrations turned violent in several Pakistani cities. Among those killed was a driver for a Pakistani television station, who died after police opened fire on rioters torching a cinema in the northwest city of Peshawar during a protest.

Clashes between police and thousands of stone-throwing protesters also occurred in Lahore, Karachi and Islamabad, the Pakistani capital.

AFGHANISTAN

About 900 people have gathered for a protest against the film in the capital, Kabul, chanting "death to America" and burning an effigy of President Barack Obama and an American flag. A few hundred demonstrators also protested inside a mosque in the eastern city of Ghazni. The protests were peaceful.

IRAN

Iranian President Mahmoud Ahmadinejad lashed out at the West over the film. Speaking during a military parade in Tehran, he said: "in return for (allowing) the ugliest insults to the divine messenger, they ? the West ? raise the slogan of respect for freedom of speech." He said this explanation was "clearly a deception."

INDONESIA

The United States closed its diplomatic missions across Indonesia due to continuing demonstrations over the anti-Islam film. Small and mostly orderly protests were held outside the U.S. Embassy in Jakarta and in the cities of Surabaya and Medan, along with a couple other smaller towns. No violence was reported.

In addition to the embassy in Jakarta and consulate offices in Surabaya, Medan and Bali, the American mission to the Association of Southeast Asian Nations also was shut.

IRAQ

About 3,000 people, mostly followers of Iranian-backed Shiite Muslim groups, protested against the film and caricatures in the southern city of Basra. Demonstrators carried Iraqi flags and posters of Iran's Supreme Leader Ayatollah Khamenei, chanting "death to America" and "no to America."

They burnt Israeli and American flags. One of the organizers, Qassim al-Moussawi, told AP that people gathered "to express our anger and resentment on the offenses made against our prophet."

SRI LANKA

About 2,000 Muslims burned effigies of President Barack Obama and American flags at a protest after Friday prayers in the capital, Colombo, demanding that the United States ban the film.

BANGLADESH

Over 2,000 people marched through the streets of the capital, Dhaka, to protest the film. They burned a makeshift coffin draped in an American flag, and an effigy of Obama.

LEBANON

Thousands gathered in the Bekaa Valley for the latest in a series of protest rallies organized by the Shiite militant group Hezbollah. Protesters carried the yellow Hezbollah flag.

KASHMIR

Police enforced a daylong curfew in parts of Indian-controlled Kashmir's main city, Srinagar, and chased away protesters opposing the anti-Islam film. Authorities in the region also temporarily blocked mobile phone and Internet services to prevent viewing the film clips.

GERMANY

Several hundred people gathered in the city of Freiburg in southwest of Germany to protest the film. Some carried banners saying: "The dignity of the Prophet Muhammad is our dignity." Police banned inflammatory slogans.

The Interior Ministry postponed a poster campaign aimed at countering radical Islam among young people due to tensions caused by the online video insulting Islam. Posters for the campaign ? in German, Turkish and Arabic ? were meant to go on display in German cities with large immigrant populations on Friday, but are being withheld because of the changed security situation. Germany is home to an estimated 4 million Muslims.

NORWAY

Crowds gathered outside the U.S. Embassy in the capital Oslo to protest the prophet film shouting "Obama, Obama, we're all Osama."

Some 70 people took part in the hour-long demonstration on Friday afternoon. Police blocked off the street during the peaceful protest.

PHILIPPINES

A law professor defied a ban by Philippine university officials and has shown students the film's 14-minute trailer. Constitutional law professor Harry Roque of the University of the Philippines said the film was "trash and nothing but trash" and will not convince people Islam is evil.

September 17, 2012 ?New York Times? ? -? BEFORE he died on Sept. 8, Adnan Farhan Abdul Latif had spent close to 4,000 days and nights in the American prison at Guant?namo Bay, Cuba. He was found unconscious, alone in his cell, thousands of miles from home and family in Yemen.

Eleven years ago, he found himself in Afghanistan at the wrong place and the wrong time. It was an unusual set of events that took him there. Years earlier Mr. Latif had been badly injured in a car accident in Yemen. His skull was fractured; his hearing never quite recovered. He traveled to Jordan, seeking medical treatment at a hospital in Amman; then, following the promise of free medical care from a man he met there, journeyed to Pakistan, and eventually to Afghanistan.

Like so many men still imprisoned at Guant?namo, Mr. Latif was fleeing American bombing ? not fighting ? when he was apprehended by the Pakistani police near the Afghan border and turned over to the United States military. It was at a time when the United States was paying substantial bounties for prisoners. Mr. Latif, a stranger in a strange land, fit the bill. He was never charged with a crime.

The United States government claims the legal authority to hold men like Mr. Latif until the ?war on terror? ends, which is to say, forever. Setting aside this troubling legal proposition, his death and the despair he endured in the years preceding it remind us of the toll Guant?namo takes on human beings.

Adnan Latif is the human face of indefinite detention.

In the landmark 2008 case Boumediene v. Bush, the Supreme Court ruled that Guant?namo detainees were entitled to ?meaningful judicial review? of the legality of their detentions, via the writ of habeas corpus ? a constitutional check obligating the government to demonstrate a sufficient factual and legal basis for imprisoning someone. The Boumediene decision, in principle, ought to have given hope to Mr. Latif and men like him.

And it was under such principle that two years later, a United States District Court judge hearing Mr. Latif?s habeas corpus petition ordered him released, ruling that the accusations against him were ?unconvincing? and that his detention was ?not lawful.? By that time, Mr. Latif had been cleared for release from Guant?namo on three separate occasions, including in 2009 by the Obama administration?s multiagency Guant?namo Review Task Force.

Nevertheless, the Department of Justice appealed the district court?s decision to the United States Court of Appeals for the District of Columbia Circuit ? which has ruled in the government?s favor in nearly every habeas corpus appeal it has heard. The appellate court reversed the trial judge?s release order, effectively ruling that evidence against detainees must be presumed accurate and authentic if the government claims it is.

A strong dissenting opinion criticized the appellate court majority for not just ?moving the goal posts,? but also calling ?the game in the government?s favor.?

But Mr. Latif didn?t see it as a game. He was dying inside. Like other men, he had been on a hunger strike to protest his detention. After losing the appeal of his case, he told his lawyer, ?I am a prisoner of death.?

Three months ago, the Supreme Court declined to hear the appeals of Mr. Latif and six other detainees, who pleaded for the court to restore its promise of meaningful review of their cases.

But what is unsaid in all of the court rulings is that Mr. Latif was imprisoned not by evidence of wrongdoing, but by accident of birth. In Guant?namo?s contorted system of justice, the decision to detain him indefinitely turned on his citizenship, not on his conduct.

With Mr. Latif?s death, there are now 56 Yemenis who have been cleared for release by the Guant?namo Review Task Force since 2009 but who remain in prison. President Obama, citing general security concerns, has imposed a moratorium on any and all transfers to Yemen, regardless of age, innocence or infirmity.

It is fair, and regrettable, to assume that some of these detainees will die there as well.

Mr. Latif, after all, was the ninth man to die at Guant?namo. More men have died in the prison camp than have been convicted by a civilian court (one) or by the military commissions system in Guant?namo (six). In 2006, Salah al-Salami, a Yemeni, and Yasser al-Zahrani and Mani al-Utaybi, both Saudis, were the first men to die at Guant?namo. Their deaths were called suicides, even though soldiers stationed at the base at the time have raised serious questions about the plausibility of the Defense Department?s account. (Full disclosure: the Center for Constitutional Rights represents the families of two of the men who died.)

According to the government, three more detainees committed suicide and two others died of natural causes. There has been no independent investigation into any of the deaths, however; there has been no accountability for a range of constitutional and human rights violations at Guant?namo.

The government has not yet identified the cause of Mr. Latif?s death, but it is Guant?namo that killed him. Whether because of despair, suicide or natural causes, death has become an inevitable consequence of our politically driven failure to close the prison ? a natural byproduct of the torment and uncertainty indefinite detention inflicts on human beings.

The case of Adnan Latif should compel us to confront honestly the human toll of the Guant?namo prison ? now approaching its 12th year in operation. We can start this reckoning by releasing the 86 other men at Guant?namo who the United States government has concluded no longer deserve to be jailed there.

Author Salman Rushdie lived in hiding for a decade in the wake of a fatwa issued in 1989 over his novel "The Satanic Verses." His Japanese translator was stabbed to death in 1991 and his Italian translator was injured in a stabbing that same year.

DUBAI -- An Iranian religious foundation has increased its reward for the killing of British author Salman Rushdie, in response to a U.S.-made film that mocks the Prophet Muhammad, sparking protests across the Muslim world.

Rushdie, an Indian-born British novelist who has nothing to do with the film, was condemned to death in 1989 by Ayatollah Ruhollah Khomeini, Iran's late leader, over his novel "The Satanic Verses," saying its depiction of the Prophet Muhammad was blasphemous.


Khomeini's fatwa - or religious edict - was condemned in the West as incitement to murder and an assault on freedom of speech, but a wealthy Iranian religious organization has offered a large reward to anyone carrying it out and decided to increase the bounty amid the furor over the online film.?

"I am adding another $500,000 to the reward for killing Salman Rushdie, and anyone who carries out this sentence will receive the whole amount immediately," said Hassan Sanei, the foundation's head, in a statement carried by the Iranian Students' News Agency (ISNA).

Unrest continued across the Islamic world as demonstrators in Pakistan broke through a barrier near the U.S. consulate in Karachi and protesters in Turkey burned a U.S. flag. NBC's Ayman Mohyeldin reports.

The reward offered by the state-linked foundation now stands at $3.3 million, ISNA reported.

"Surely if the sentence of the Imam (Khomeini) had been carried out, the later insults in the form of caricatures, articles and the making of movies would not have occurred," said Sanei, who is also the foundation's representative to Ayatollah Ali Khamenei, Khomeini's successor as Iran's supreme leader.

After being published in 1988, deadly riots against "The Satanic Verses" erupted in Islamabad, Pakistan, and Mumbai, India. The book was banned in South Africa, India, Pakistan, Bangladesh and several other countries.

The fatwa resulted in the writer living in hiding for a decade. Although Rushdie was never physically harmed, his Japanese translator was stabbed to death in 1991 and his Italian translator was injured in a stabbing that same year.

'Idiotic' film
Speaking on British radio before the news of the increased bounty, Rushdie called the film "idiotic ... a piece of garbage" but he also condemned violent protests against it as "an ugly reaction that needs to be named as such".

The U.S. ambassador to Libya, Christopher Stevens, and three other Americans were killed in Benghazi, Libya, on Tuesday and several other people have died in protests around the Muslim world against the amateurish video, "Innocence of Muslims".

Iranian officials have demanded the U.S. apologies for the video and say it is only the latest in a series of Western insults against the holy figures of Islam.

In 1998, under reformist President Mohammad Khatami, Iran's government distanced itself from the Rushdie fatwa, but hardline groups regularly renew the call for Rushdie's death, saying Khomeini's decree is irrevocable and eternal.

Rights group: Syrian rebels torturing detainees

BEIRUT (AP) ? An international human rights group says members of Syria's armed opposition have subjected detainees to torture and committed extrajudicial or summary executions in several areas.

Human Rights Watch says such incidents occurred in the northern provinces of Idlib and Aleppo and the coastal region of Latakia.

The New York-based group said in a report Monday that torture and extrajudicial or summary executions of detainees in the context of an armed conflict are war crimes, and may constitute crimes against humanity if they are widespread and systematic.

The group documented more than a dozen extrajudicial and summary executions by opposition forces.

HRW said three opposition leaders who were confronted with evidence of extrajudicial executions said those who killed deserved to be killed, and that only the "worst criminals were being executed."

Israeli military moves major operations to south

HANEGEV JUNCTION, Israel (AP) ? The Israeli military has begun construction of its largest training base ever, moving operations from some of the country's priciest real estate to the barren sands of southern Israel in a new attempt to realize the longtime dream of making the desert bloom.

The $650 million construction project is the military's biggest in three decades: Beginning in late 2014, 10,000 soldiers will be moved into the new base 30 kilometers (20 miles) south of the city of Beersheba from their current quarters in the country's Tel Aviv-area heartland.

The program is designed to streamline combat support training, now carried out at multiple facilities, by funneling it into a single site.

But critics question whether it will jumpstart the economy of the Negev region as officials promise. They also note the project doesn't even discuss benefits for Arab Bedouin who account for a third of the 500,000 Israelis living in the area.

Not since Israel pulled up its bases from Egypt's Sinai desert in the early 1980s under the two countries' landmark peace treaty has the military carried out a project of this scope, in terms of cost, number of soldiers involved and sheer physical size, said project director Lt. Today, only a few spare buildings stand on the 625 acres (250 hectares) earmarked for the site. But within two years, 2.7 million square feet (250,800 square meters) of construction is supposed to go up, including barracks, hundreds of computerized classrooms, simulation sites and firing ranges.

The base will not train combat soldiers, but drivers, paramedics and other troops who would support them at the front. It will not draw operations from the main military headquarters and Defense Ministry in the heart of Tel Aviv.

The project is part of a broader move to relocate military facilities to the Negev. Alfassy says about half of the bases in Israel's center will move to the region by the end of the decade.

The Negev accounts for over half of Israel's land mass but is home to just 8 percent of its 8 million people. Making it flourish was the vision of Israel's founding father, David Ben-Gurion. But poor services have kept the area languishing, despite a series of government programs and improved road and rail links designed to boost it.

Alfassy believes things will be different this time. He estimates the project will create 20,000 to 30,000 temporary construction jobs for Negev residents. Some 500 civilian workers will work at the base and 2,000 to 2,500 jobs will be created for outside vendors, he predicted.

The military expects 200 to 300 career soldiers will move their families to the south to be near the base, boosting the economy as well as educational and medical services, he said.

Erez Tzfadia, head of the department of public policy and administration at Sapir College in the Negev, scoffed at that notion.

"There are half a million people" in the area where the base is being built, he said. "Will 200 families of career soldiers really pull up the Negev?"

The project's champions also talk about bringing more buying power to the Negev through the 10,000 soldiers to be based there.

But "soldiers don't have any money," Tzfadia said. "At most they will buy felafel at the central bus station in Beersheba. You don't build an economy on that."

None of the tribal Arab Bedouin who have been living in the area for decades will have to move to make way for the base, reducing any opposition to the project. Past attempts to develop the south have been marred by forced evictions of unauthorized Bedouin villages.

At the same time, the relocation program does not specifically consider ways to involve the impoverished Bedouin community.

"They aren't even taken into consideration as a party that should be a beneficiary, even at the level of discourse," Tzfadia said.

Alfassy said Bedouin would be considered for projects but had no information on plans designed to benefit them.

A top benefit of the relocation is having the military vacate sought-after real estate in central Israel. The Ministry of Construction and Housing estimates 35,000 apartments, including about 9,000 classified as affordable housing, will be built on the emptied sites.

That could bring some relief to the masses of young families who cannot afford their own home in an area where even a modest apartment can cost $500,000.
