Real-life Harry Potter location-clock works via mobile app

A team of students at the University of Munich has put together a working "Magic Clock" that shows the locations of certain people, much like the Weasley household's clock in "Harry Potter." It isn't actually enchanted, of course,?and works by more prosaic Internet-age methods ? but in practice it actually looks quite magical.

The clock is a repurposed grandfather clock they found on eBay, modified with gearing that allows four hands to rotate 360 degrees. They made their own face to replace its handsome brass one, with locations instead of times. Then they connected the clock to a microcontroller that would watch for updates on a server and turn the hands appropriately.

Unlike the Weasleys' clock, this one does not magically detect the location of its users, but must be updated via a special mobile app. You can update manually with one of the twelve locations provided, or let it track your position with GPS?and choose a location based on that.

The students (Frederik Brudy, Fabius Steinberger, Felix Praschak and Claudius B?ttcher) built it for a course in "Building Interactive Objects," and also?made a very strange video to go along with it. They've documented the entire project on this webpage, where you can get all the information you need to replicate the clock, from circuit diagrams to server software.

Pets in the Classroom Program Launches New Pet Supermarket and Carolina Biological Supply Grant Options

The Pet Care Trust?s educational grant program expands to include additional opportunities for elementary school teachers to obtain classroom pets.

The Pet Care Trust is pleased to announce an expansion of its successful Pets in the Classroom program through partnerships with pet supply retailer Pet Supermarket and science and math education supplier Carolina Biological Supply.

The new partnerships will provide elementary school teachers with six different grant options to aid in funding a classroom pet, allowing teachers to find the option most suitable to his or her needs. ?We are delighted to have the support of a growing number of pet product companies that understand the importance of teaching kids about responsible pet care,? commented Pet Care Trust executive director Steve King. ?In the next few weeks, we will issue our 10,000th Pets in the Classroom grant, and the number of grants will continue to grow rapidly thanks to the generous support of all our sponsors.?

Pet Supermarket, a chain of more than130 pet stores located primarily in the Southeastern U.S., will become the third pet retailer to partner with the Trust to provide a custom coupon grant for teachers through the Pets in the Classroom program. Specialty pet retailers PETCO and PetSmart began issuing custom coupons for teachers last fall and have provided more than 4,000 classroom grants to date.? These grant options provide approved teachers with coupons redeemable at retail stores for the essential supplies required for the classroom pet, as well as a coupon valued at 50% off the everyday retail price of the animal.

Carolina Biology Supply, the largest supplier of science kits to schools throughout the U.S., will aid the Trust in providing a grant option specifically for teachers interested in obtaining fish for their classroom. The Carolina Biological Supply Grant will provide the teachers who opt for this grant option with an aquarium and three GloFish? that will be shipped directly to them.

The other two grant options available to teachers include the Rebate Grant, which allows teachers to purchase a new classroom pet and supplies and receive reimbursement from the program for up to $150, and the Sustaining Grant, which allows teachers with existing classroom pets to be reimbursed up to $50 each year for needed pet supplies.

The Pet Care Trust is a non-profit, charitable, public foundation that is instrumental in?the sponsorship of programs supporting companion animal welfare and the benefits of owning companion pets as well as the development of educational programs demonstrating the importance of responsible companion animal ownership.? To date, more than 9,300 grants have been awarded to teachers through the Pets in the Classroom program.

Tom Cooper, Superintendent, Resigns After Alleged Remarks About Putting Birth Control In School Staff Water (VIDEO)

Tom Cooper, a superintendent at the Buellton Union School District in Buellton, Calif., has stepped down after allegedly making sexist and insensitive remarks, the Santa Maria Times reports.

Lisa Restivo, a first-grade teacher at Oak Valley School, accused Cooper of sexually harassing a pregnant teacher, talking about "putting birth control in the staff lounge and water," expressing "negative reactions towards pregnant employees," demonstrating "sexism towards women" and having "inappropriate relationships," the paper notes.

According to the Santa Maria Times, Cooper released a statement on July 13 that expressed the following:

?Because of my sensitivity to the students that I serve I may have made, what some people perceive as, insensitive remarks to a few pregnant teachers who announced that they would be missing a large amount of the school year. This was several years back and brought forward now by a teacher that I reprimanded and a union that I criticized. That being said, I now realize that my remarks may have offended a couple of teachers and for that I am truly sorry.?

KCOY-TV reports the school board hired an investigator after the allegations came to light.

Before Cooper's resignation, Buellton Education Association (BEA) president Brian Wallace issued a statement that criticized the district's initial disciplinary action, the Santa Ynez Valley News reports. Details about Cooper's consequences were not initially disclosed.

The statement:

?We believe the district's response to be insufficient and are assessing the next steps to take which include filing with the California Department of Education, among other agencies. It is important to note, while the district found evidence of wrong doing, the union has no idea what consequences and corrective actions were taken. We encourage you to contact the district for more information. Specific employees involved will not be making specific statements at this time so as to not impede any future investigations or potential litigation.?

According to the Santa Maria Times, Board of Trustees President Joyce Azevedo maintains Cooper's resignation has nothing to do with the board's disciplinary action.

BERLIN (AP) ? Eurogroup chief Jean-Claude Juncker is saying in a German newspaper interview that Europe is "at a decisive point" in its battle against the debt crisis and will decide in the coming days what measures to take.

Juncker's comments to the daily Sueddeutsche Zeitung, released Sunday, follow assurances from the head of the European Central Bank and political leaders that they'll do everything to save the euro.

Those comments have raised expectations that the ECB or the eurozone's rescue fund might step in to buy Spanish and perhaps Italian government bonds to lower the countries' borrowing costs.

Juncker was quoted as saying: "It still has to be decided what exactly we will do when. That depends on the developments of the coming days and how fast we have to react."

Ramirez's HR in 10th lifts Dodgers past Giants

SAN FRANCISCO (AP) - Hanley Ramirez's daily chats with hitting instructor Manny Mota are already paying big dividends for the Dodgers.

Now it's even more clear why the Los Angeles front office didn't flinch when pursuing a deal for the high-priced slugger this week.

Ramirez hit a two-run homer in the 10th inning and the Dodgers beat the San Francisco Giants 5-3 on Friday night in a matchup of the top two teams in the NL West.

"It's why I'm here," Ramirez said. "Manny Mota spoke to me and told me, `Don't try to do too much. Just do what you know how to do.' Every day he comes and talks to me. I have a lot to learn from him."

Two days after being acquired from Miami in a trade meant to boost the Dodgers' offense and playoff hopes, Ramirez went hitless in his first four at-bats against the Giants before homering to left-center on an 0-1 pitch from reliever Sergio Romo (3-2).

Ramirez's 15th home run of the season extended a stellar start to his Los Angeles career. The infielder slugger had three hits in the first two games with his new club and is batting .364 since the trade from the Marlins.

"Just another lethal bat in our lineup," catcher A.J. Ellis said. "That ball was crushed."

Ramirez also made a potential run-saving play in the field when he dove into foul territory to catch a throw from rookie pitcher Stephen Fife for a forceout following Matt Cain's attempted sacrifice bunt in the fourth.

It was exactly the type of performance manager Don Mattingly hoped for from Ramirez after the third baseman had some issues in Miami.

"Hanley's an intelligent guy," Mattingly said. "He's been easy to deal with."

Andre Ethier, who walked ahead of Ramirez's home run, had two hits and scored twice to help pull Los Angeles within two games of first-place San Francisco.

The Giants, looking to bolster their light-hitting offense, obtained veteran infielder Marco Scutaro from Colorado in a deal that was announced during the game.

"It's no secret we're looking for experience and depth," San Francisco general manager Brian Sabean said.

Even with their offense sputtering, the Giants didn't go quietly.

Kenley Jansen gave up back-to-back singles to Melky Cabrera and Buster Posey to open the bottom of the 10th. Jansen struck out the next two batters and then got Joaquin Arias to fly out for his 20th save.

"We needed that win," Ramirez said. "We have a couple months left and we're just going to go out there and keep winning series."

James Loney and Juan Rivera had two hits apiece for the Dodgers, who beat the Giants for the third time in seven games this season.

Shawn Tolleson (1-0) pitched one inning for his first major league win.

Los Angeles needed this one after getting shut out in three consecutive games here earlier this season.

The Dodgers got a stellar outing from rookie starter Stephen Fife and just enough from the bullpen until Ramirez's heroics in the 10th.

Fife was called up from the minors before the game to make his second career start and pitched into the seventh inning. He also helped end the Dodgers' 38-inning scoreless streak at AT&T Park when he doubled off Cain in the fifth for his first career hit.

Jerry Hairston Jr. followed with an RBI double and scored on Mark Ellis' single to give Los Angeles a 2-1 lead.

Before that the Dodgers had not scored at the Giants' waterfront ballpark since Sept. 11, 2011, including a series sweep earlier this season.

Los Angeles got to Cain again in the sixth when Ethier hit a leadoff double and scored on Loney's single.

Cain allowed three runs and nine hits over seven innings. The All-Star right-hander, who struck out two and didn't walk anyone, has only one win over his last six starts and was on the hook for the loss until San Francisco scored twice in the eighth.

Cabrera singled and went to third on Angel Pagan's one-out double. Brandon Belt followed with his third hit, a looping single to center that drove in two and tied the game at 3.

The Giants' biggest problem isn't their pitching, however. That's why they made the deal for Scutaro. He was hitting .271 with four home runs and 30 RBIs in 95 games for the Rockies.

Autism Policy and Politics: Indiana Voucher Program

The Indianapolis Star reports on Indiana's voucher program and its effect on one Chakotay Parks, who attends the Independence Academy of Indiana, a small private school that specializes in educating HFA students.
Indiana's voucher program allows parents to receive thousands of dollars that can be applied toward tuition at private schools that participate in the program. The amount of aid is based on the per-pupil funding the state sets for a student who otherwise would attend public school in his or her local district, so it doesn't necessarily cover all of the private school tuition.

The Parks family started looking for a new school two years ago for Chakotay, who is somewhere in the middle of the autism spectrum. Socially, he's about two years behind but is learning well.
Three to four months into the search, they found Independence Academy.
"It was number one on our Christmas list," said Parks, whose wife had cancer and died in January.
Parks said he and his wife always figured a special needs school would join the program at some point, and it was his wife who pestered state officials, looking for information.
She called, emailed and showed up at the Statehouse so often that Indiana Department of Education workers remembered to reach out to her family once a special education school applied for the program.
Lisa Roesler, director of Independence Academy, understands the benefit to families such as the Parkses of her school and other so-called niche schools accepting vouchers.
"Different environments work for different students," she said, "and the voucher program provides more possibilities to find a program that more specifically meets your child's needs, whatever those are."

Google urges end to authors' digital book lawsuit

(Reuters) - Google Inc retook the offensive against thousands of authors claiming it copied their works without permission, and urged the dismissal of a class-action lawsuit arising from its ambitious plan to build the world's largest digital book library.

Friday's request by the world's largest search engine company followed a federal judge's March 2011 rejection of a sweeping $125 million settlement of the now seven-year-old case. Talks to revive an accord later broke down.

Google has said it has scanned more than 20 million books, and posted English-language snippets of more than 4 million, since agreeing in 2004 with large research libraries to digitize current and out-of-print works for its Google Books website.

While Google planned to provide only snippets online to comply with copyright laws governing fair use, The Authors Guild and groups representing photographers and graphic artists complained that it amounted to "massive copyright infringement."

In a filing with the U.S. district court in Manhattan, Google said authors have shown no economic harm from its scanning and display of their works and the creation of a searchable index to find them.

The company also said authors actually benefit because the database helps people find and buy their books, and that there is a "significant public benefit" from providing access to information that might otherwise not be found.

"Google Books creates enormous transformative benefits without reducing the value of the authors' work," it said. "(It) therefore passes with ease the ultimate test of fair use."

Michael Boni, a lawyer for The Authors Guild, whose president is novelist-lawyer Scott Turow, said he asked the court on Friday to grant summary judgment in his client's favor.

He said his filing is not public because it refers to confidential Google documents. "We're grinding away," Boni said in an interview.

In rejecting the $125 million accord, Judge Denny Chin had said it went too far because it gave Google a "de facto monopoly" to copy books en masse without permission and served to "further entrench" its market power in online searches.

Among the libraries whose works have been scanned are those of Harvard University, Oxford University, Stanford University, the University of California, the University of Michigan, and the New York Public Library, Google has said.

The United States, Amazon.com Inc and Microsoft Corp had been among those to raise antitrust concerns about the settlement.

Chin began overseeing the Google case as a trial judge and kept jurisdiction after he was elevated in 2010 to the federal appeals court in New York.

He granted class-action status to authors in May, and said groups representing photographers and graphic artists may also sue. Individual plaintiffs in the case include former New York Yankees baseball pitcher Jim Bouton, the author of "Ball Four."

The case is The Authors Guild et al v. Google Inc, U.S. District Court, Southern District of New York, No. 05-08136.

New clue on how brain processes visual information

ScienceDaily (July 22, 2012) ? Ever wonder how the human brain, which is constantly bombarded with millions of pieces of visual information, can filter out what's unimportant and focus on what's most useful?

The process is known as selective attention and scientists have long debated how it works. But now, researchers at Wake Forest Baptist Medical Center have discovered an important clue. Evidence from an animal study, published in the July 22 online edition of the journal Nature Neuroscience, shows that the prefrontal cortex is involved in a previously unknown way.

Two types of attention are utilized in the selective attention process -- bottom up and top down. Bottom-up attention is automatically guided to images that stand out from a background by virtue of color, shape or motion, such as a billboard on a highway. Top-down attention occurs when one's focus is consciously shifted to look for a known target in a visual scene, as when searching for a relative in a crowd.

Traditionally, scientists have believed that separate areas of the brain controlled these two processes, with bottom-up attention occurring in the posterior parietal cortex and top-down attention occurring in the prefrontal cortex.

"Our findings provide insights on the neural mechanisms behind the guidance of attention," said Christos Constantinidis, Ph.D., associate professor of neurobiology and anatomy at Wake Forest Baptist and senior author of the study. "This has implications for conditions such as attention deficit hyperactivity disorder (ADHD), which affects millions of people worldwide. People with ADHD have difficulty filtering information and focusing attention. Our findings suggest that both the ability to focus attention intentionally and shifting attention to eye-catching but sometimes unimportant stimuli depend on the prefrontal cortex."

In the Wake Forest Baptist study, two monkeys were trained to detect images on a computer screen while activity in both areas of the brain was recorded. The visual display was designed to let one image "pop out" due to its color difference from the background, such as a red circle surrounded by green. To trigger bottom-up attention, neither the identity nor the location of the pop-out image could be predicted before it appeared. The monkeys indicated that they detected the pop-out image by pushing a lever. The neural activity associated with identifying the pop-out images occurred in the prefrontal cortex at the same time as in the posterior parietal cortex. This unexpected finding indicates early involvement of the prefrontal cortex in bottom-up attention, in addition to its known role in top-down attention, and provides new insights into the neural mechanisms of attention.

"We hope that our findings will guide future work targeting attention deficits," Constantinidis said.

The research was supported by the National Eye Institute contract ROI EY016773 and the Tab Williams Family Endowment.

Video: Scientists read monkeys' inner thoughts

Anyone who has looked at the jagged recording of the electrical activity of a single neuron in the brain must have wondered how any useful information could be extracted from such a frazzled signal.

But over the past 30 years, researchers have discovered that clear information can be obtained by decoding the activity of large populations of neurons.

Now, scientists at Washington University in St. Louis, who were decoding brain activity while monkeys reached around an obstacle to touch a target, have come up with two remarkable results.

Their first result was one they had designed their experiment to achieve: they demonstrated that multiple parameters can be embedded in the firing rate of a single neuron and that certain types of parameters are encoded only if they are needed to solve the task at hand.

Their second result, however, was a complete surprise. They discovered that the population vectors could reveal different planning strategies, allowing the scientists, in effect, to read the monkeys' minds.

By chance, the two monkeys chosen for the study had completely different cognitive styles. One, the scientists said, was a hyperactive type, who kept jumping the gun, and the other was a smooth operator, who waited for the entire setup to be revealed before planning his next move. The difference is clearly visible in their decoded brain activity.

The study was published in the July 19th advance online edition of the journal Science.

All in the task

The standard task for studying voluntary motor control is the "center-out task," in which a monkey or other subject must move its hand from a central location to targets placed on a circle surrounding the starting position.

To plan the movement, says Daniel Moran, PhD, associate professor of biomedical engineering in the School of Engineering & Applied Science and of neurobiology in the School of Medicine at Washington University in St. Louis, the monkey needs three pieces of information: current hand and target position and the velocity vector that the hand will follow.

In other words, the monkey needs to know where his hand is, what direction it is headed and where he eventually wants ot to go.

A variation of the center-out task with multiple starting positions allows the neural coding for position to be separated from the neural coding for velocity.

By themselves, however, the straight-path, unimpeded reaches in this task don't let the neural coding for velocity to be distinguished from the neural coding for target position, because these two parameters are always correlated. The initial velocity of the hand and the target are always in the same direction.

To solve this problem and isolate target position from movement direction, doctoral student Thomas Pearce designed a novel obstacle-avoidance task to be done in addition to the center-out task.

Crucially, in one-third of the obstacle-avoidance trials, either no obstacle appeared or the obstacle didn't block the monkey's path. In either case, the monkey could move directly to the target once he got the "go" cue.

The population vector corresponding to target position showed up during the third hold of the novel task, but only if there was an obstacle. If an obstacle appeared and the monkey had to move its hand in a curved trajectory to reach the target, the population vector lengthened and pointed at the target. If no obstacle appeared and the monkey could move directly to the target, the population vector was insignificant.

In other words, the monkeys were encoding the position of the target only when it did not lie along a direct path from the starting position and they had to keep its position "in mind" as they initially moved in the "wrong" direction.

"It's all," Moran says, "in the design of the task."

And then some magic happens

Pearce's initial approach to analyzing the data from the experiment was the standard one of combining the data from the two monkeys to get a cleaner picture.

"It wasn't working," Pearce says, "and I was frustrated because I couldn't figure out why the data looked so inconsistent. So I separated the data by monkey, and then I could see, wow, they're very different. They're approaching this task differently and that's kind of cool."

The difference between the monkey's' styles showed up during the second hold. At this point in the task, the target was visible, but the obstacle had not yet appeared.

The hyperactive monkey, called monkey H, couldn't wait. His population vector during that hold showed that he was poised for a direct reach to the target. When the obstacle was then revealed, the population vector shortened and rotated to the direction he would need to move to avoid the obstacle.

The smooth operator, monkey G, in the meantime, idled through the second hold, waiting patiently for the obstacle to appear. Only when it was revealed did he begin to plan the direction he would move to avoid the obstacle.

Because he didn't have to correct course, monkey G's strategy was faster, so what advantage was it to monkey H to jump the gun? In the minority of trials where no obstacle appeared, monkey H approached the target more accurately than monkey G. Maybe monkey H is just cognitively adapted to a Whac-A-Mole world. And monkey G, when caught without a plan, was at a disadvantage.

Working with the monkeys, the scientists had been aware that they had very different personalities, but they had no idea this difference would show up in their neural recordings.

"That's what makes this really interesting," Moran says.

ARUSHA, Tanzania ? A Zanzibar official says 24 people were killed in a ferry accident off the coast of Tanzania's island region of Zanzibar.

Dozens are missing, and 145 people have been rescued.

The BBC reports the boat is the MV Skagit, a former Washington state passenger-only ferry, which was sold, relocated to Tanzania and renamed the MV Karama Star Gate.

Mwinyihaji Makame, a deputy minister in the office of the president, said Wednesday it remained unclear how many passengers were on board, but the BBC reported the ferry carried more than 250 people when it sank. An AP photographer reported that it carried more than 290, including more than 30 children.

Washington State Ferries documents listed its passenger capacity at 250.

The ferry had departed the Tanzanian port city of Dar es Salaam en route to Zanzibar, which is popular with tourists.

Makame said a rescue effort was on, and that police were investigating what caused the accident. According to the BBC, the ferry encountered high winds. A safety officer with the Zanzibar Port Corp. said the vessel was overturned, bottom-up.

The Skagit was formerly a passenger-only vessel between Seattle and Vashon Island, but Washington State Ferries discontinued its foot-ferry routes and later sold the Skagit in 2011 for use in Tanzania. The MV Skagit and MV Kalama, built in 1989, were taken out of service in 2009 and eventually sold together for a total $400,000 to Scope Community Consultants of Port Coquitlam, B.C., according to an announcement by Washington State Ferries.

Washington state had tried before that to sell the Skagit and Kalama on eBay, for $300,000 each. The boats are 112 feet long and were supposed to last 25 years ? so the Skagit would be in its final years of normal operating life.

Americans on no-fly list allowed to learn to fly

(AP) ? U.S. citizens who are on the government's list of people banned from flying because they're considered terror threats are not prevented from learning how to fly in schools around the country, according to government regulation.

Such a person may have to drive across the country to learn how to fly a plane because he or she would likely be stopped from boarding a commercial airliner. But the security checks put in place after the 9/11 attacks will not keep the person from receiving pilot training.

The security loophole was raised during a hearing Wednesday to examine the Homeland Security Department's programs to screen foreigners who want to attend flight schools in the U.S. Some of the 9/11 hijackers were able to learn to fly in the U.S. while living in the country illegally. The government put in several more layers of security after the attacks, and foreigners now receive criminal background checks and are screened against terror watch lists before they are allowed to begin training. U.S. citizens, however, are not subject to the same scrutiny.

"I was stunned. That just caught me completely off guard and I'm pretty angry about it," Rep. Mike Rogers, R-Ala., said after the hearing. "Everybody should be concerned."

The government has other screening requirements for someone to receive a pilot's license or other certificate to fly a plane which include criminal background checks and screening against terror watch lists. But Rogers said if the government doesn't want someone on an airplane because he or she is a terror threat, there's no reason why that person should be allowed to learn how to fly.

Kerwin Wilson, the Transportation Security Administration official who oversees the flight school screening program, said he did not know whether an American on the no-fly list has actually undergone flight training in the past 10 years.

As it is, the TSA's program to screen foreigners has its own security loopholes, according to the Government Accountability Office, a congressional watchdog agency.

The TSA screening program does not automatically determine whether a prospective flight student is in the U.S. legally, said Stephen Lord, who heads GAO's homeland security and justice programs. In 2010, law enforcement investigated a flight school in the Boston area and found that eight people at the school approved for flight training by TSA were in the country illegally, and 17 more had stayed in the country longer than they were allowed, Lord told lawmakers. The owner of the flight school was in the country illegally as well.

The TSA and Immigration and Customs Enforcement have agreed to share more information with each other, officials from those agencies said.

Based in New York with over $24 billion in assets, Angelo Gordon & Co., is looking to increase Japan property investments after acquiring $650 billion worth of real estate in the past two years.

Angelo Gordon was founded by Chief Executive Officer John Angelo and Chief Investment Officer Michael Gordon. The company specializes in managing fixed income, real estate, buyout and hedge funds. Recently. the company has expressed interest in acquiring office and commercial buildings in Tokyo, according to Jon Tanaka, managing director of Angelo Gordon International LLC.

As Japan?s real estate recovers, Angelo Gordon continues to seek bargains in the country. According to RREEF, a property investment arm of Deutsche Bank AG, office buildings in Tokyo provided 3.5 percent total return in 2011, after a 0.5 percent gain in 2010 and a three straight year of decline before that.

Since 2005, the company has been investing in the region, having spent more than $1 billion in 37 deals in Asia, four of which were in Tokyo, eight in Korea and the rest in China. Jon Tanaka adds that the company?s AG Asia Realty Fund II can acquire as much as $1.23 billion of real estate in China, South Korea and Japan.

The company?s strategy is to buy properties in the country that they can upgrade and redesign to boost the number of rents. Aside from real estate, Tanaka says that logistics and hospitality properties are also doing well in Japan.

Meanwhile, Tokyo?s vacancy rate increased to 9.43 in June from 9.4 percent a month earlier, said Miki Shoji Co., an office brokerage company in the country. Also, the average rent in five wards increased to about 16,763 yen ($210) per tsubo last month. Tanaka says that when a building starts to lose tenants, the owners will become more reluctant to invest in the building because they will lose income; and this is where they come in. They believe that this can create investment opportunities for them.

Tanaka says that China could also offer investment opportunities for them. Though the Chinese government imposed restrictions on home purchases and other curbs like higher mortgage down payments, Jon Tanaka believes that this could help Angelo Gordon source opportunities because local developers may not have access to capital and will have to look for partners like them.

RREEF data also states that in the UK, total return for properties increased as high as 15 percent in 2010 but fell by half in 2011 while properties in the US increased for two straight years. According to Tanaka, compared with major markets like those two, core asset prices in Tokyo have not appreciated very much, and they think there is upside potential as numbers improve.
